| 摘 要： | 近20年来,中国基础教育的发展成就是举世瞩目的。农村教育附加费的收取为农村基础教育的发展起了极为重要的作用。随着社会和经济的发展,特别是中国加入WTO后,法制建设须进一步加强,原来的税费政策需要改革。农村的税费改革对促进农村经济的发展,其意义是重大的。但是,农村税费改革后,必然涉及到农村教育经费问题,这是各级地方政府需要妥善解决的重大问题。
