| 摘 要： | 在图书招标采购中,图书馆力争以最合理价格买到满意的图书,实现资金效益最大化,而中标的馆配商则追求利润最大化,意图以最小的成本履行合同,二者利益明显存在冲突。图书馆和馆配商为实现各自目标而各尽所能,效果体现在馆配图书质量上,馆配图书质量高低取决于它们之间利益博弈的结果。因此,图书馆应采取合理的评标标准,尽可能避免"最低价中标"导致合同不完全履行现象发生,并严格验收程序,杜绝不合格图书进馆,以期获得理想的图书采购质量。

| Abstract: | In bidding and purchasing books,in order to achieve maximum efficiency,the library will strive to buy suitable books with the most reasonable price,while bid winning booksellers aims at maximum profit and intends to minimize the cost to perform the contract.The conflicting interests of the two will be everlasting.Both the library and the book suppliers do their best to achieve their goals.The results are reflected in the quality of library books,library book quality is decided by matching the interest of the result of game between them.So,the library should take reasonable evaluation criteria,as far as possible to avoid the lowest bid,which usually leads to the phenomenon of partial performance of the contract,and strict inspection procedures to prevent unqualified book into the library,to ensure purchasing quality. |
