| 摘 要： | 反腐败斗争的形势是好的 ,但消极腐败现象还没有得到有效遏制 ,是因为权力被滥用、治党不严、疏于监督的结果。腐败的客观基础是权力。权力是腐败的前提条件。拥有权力者要腐败却易如反掌。因此 ,反腐败斗争的根本在强化权力对权力的监督 ,即把好用人关 ,首重权力赋予的监督 ;依靠监督网络 ,着重权力行使的监督 ;犹重权力剥夺的监督 ,严惩腐败者。只有这样 ,消极腐败滋生蔓延的势头就会受到有效地遏制

| Abstract: | It is good for the situation of anticorrupt struggle, but the phenomenon of corruption hasn't been checked effectively. It is the result of abusing authority, irrigorously administering the Communist Party of China and neglecting to take supervision. The objective basis of corruption is power and power is a prerequisite of corruption. A person who has the power in hand wants to corrupt as easy as turning his hand over. So the basic importance of anticorrupt straggle is the supervision of power to power. That is, we should controll well choosing the right person barrier and lay stress on the supervision of power; we should depend on the network of supervision and lay stress on the supervision of exercising power; especially lay stress on the corruptor a crushing blow. Only like this, the tendency of negative corrupt's causing and spreading can get the effective check. |
