| 摘 要： | 虽然美国高等教育以私立为榜样,日本高等教育以国立为主导,但产业政策却有异曲同工之效,两国的产业政策基础是建立在市场竞争的法律环境之上,适当资助是私立高等教育公益性一面的必然要求,以知识供求推进产业化进程是私立高等教育的有效途径。营利是私立高校经营的目标,两国政府都鼓励有利于学校发展的营利。

| Abstract: | For higher education, though in the U. S. it takes private one as the example and in Japan it takes national education as the leading factor, yet the industrial polices of the two countries have the result of "different tunes rendered with equal skill". They are all established on the base of the legal circumstance of market competition. Proper financial support is a kind of necessary need of private education in the public welfare aspect; carrying in-dustrilization forward by intelletual supply and demand is the effective way to the private higher education. Making money is the purpose of the private school. Both governments of the two countries encourage making money that benefits the development of the school. |
