| Abstract: | The essence and core of the view of science development is based on person. It shows that the purpose of the development is to work for the interests of the vast majority of people; the decisive force to push the development forward is the enthusiasm and the creativity of the masses of the People; the implication and the last goal of the development is to make the people develop in an all-round way a reality. The key point to be based on person is to acquire a correct outlook in achievements in the official career, and transform the government function. |
