| 摘 要： | 师范生免费教育政策的实施在我国具有重要的意义。但受各种因素的影响,政策在实施过程中暴露了这样或那样的问题,因此,改进性政策相继问世。然而,政策实施的现实仍然预示着与政策目标之间的较大差距。所以,需要对政策目标实现的可能性进行预测性分析,以减少政策效果残差,保证政策实施的有效性。本文正是基于这一目的,从预测性评估的视角,运用"过程模型",对2007年以来试行的师范生免费教育政策存在的效果残差进行识别和分析,进而对师范生免费教育政策提出改进建议。

Predictive Analysis of Free Normal Policy and Suggestion for Improvement |

| Abstract: | Implementation of Free Normal Policy in our country is important.But by the influence of various factors,many problems in the process of policy implementation.Therefore,the new policy formulation.However,there is a gap between policy implementation and policy objectives.Therefore,predictive analysis of the possibility of realizing policy objectives,reduce the residuals of the effects of policies to ensure the effectiveness of policy implementation.This purpose,from the perspective of predictive assessment,the use of the "Process Model" to identify and analyze the effect of residual pilot since 2007 Free Normal Policy,and then the Free Normal Policy recommendations for improvement. |
