论人力资源的复杂性

摘    要:由人的复杂性所决定,人力资源系统本质上是一类复杂系统。管理顺利实施发展战略获得期望目标的最佳途径就是培育自己组织的“混沌吸引子”,并努力加以控制。与过去“层级式”的直线式管理控制体制相比较,“分形”的组织结构更能增强团体在激烈的竞争环境中的应对能力,因而与之相适应的人力资源管理系统也应是分形的;优秀的组织化就是组织优良的“吸引子”,因此,人力资源政策必须有助于培育、传播优秀的组织化并增强其吸引功能;特别是组织激励机制的设计对组织化的形成和传播、对增强人力资源系统的开放性使系统进入更高层次的平衡具有重要意义。

Abstract:Decided by the complexity of human nature, the system of human resources is in essence a complex one. The best approach for the manager to carry out the development strategy so as to reach expected target is to cultivate "the fuzzy attractive factors" organized by him/herself and endeavor to control these factors. Compared with the past linear hierarchical managing mechanism, the "parting" organizing structure can enhance the adapting ability of a team in the fierce competitive environment; the corresponding management system of human resources is also a parted one; and the excellent organizing culture is the fine "attractive factor". Therefore, the human resources policy should be conducive to the cultivation and transmitting of the excellent organizing culture and strengthening its attracting function. The designing of organizational stimulating mechanism is of great significance in the formation and transmitting of the organizing culture and for strengthening the openness of human resources system.
