| 摘 要： | 根据公共图书馆的基本功能、原则，针对河南省基层图书馆基本服务比较薄弱的现实，在不与现行国家和地方管理体制发生根本冲突的前提下，借鉴国内外图书馆服务体系建设经验，合理设置建设主体，构建河南省基层图书馆基本服务均等化的新模式，以期为河南省实现普遍均等的图书馆服务提供参考。

| Abstract: | Based on the basic functions of public libraries and principle,according to the reality that basic services of the grass-roots libraries are weak,fundamentally not conflict,with the existing national and local management system,and learning from the experience of the domestic and foreign library service system,the author sets construction subjects reasonably,builds a new model of the equalization of basic services of Henan’ s grass-roots libraries,provides a reference for the realization of universal and equal library services in Henan. |
