| 摘 要： | 本文通过对我国“信息公开第一案”的分析，探讨了我国政府信息公开制度的现状和特点，重点阐述了我国政府信息公开制度建立中存在的问题。文章在此基础上对建构我国政府信息公开制度进行了思考，提出立法模式选择是政府信息公开制度构建的基础，同时也需要相关具体制度的配套协调以及公众的参与。

| Abstract: | The paper discusses the actuality and characteristic of our national government information publicity through analyze the first case of information publicity, and explicates the problems in the course of establishing the government information publicity system . In the basis of it, the paper sets forth some thoughts to set up government information publicity system, proposes what is fundamental to construct such a framework is select a legislative pattern. It is also necessary to establish specific systems concerned and public participation. |
