摘    要:海洋资源是我国新世纪经济社会发展的重要依托,海洋资源科技是我国支撑和引领海洋经济发展的优先科技领域。在分析总结国内外海洋资源科技发展和问题的基础上,文章就“十一五”期间海洋资源科技发展的总体目标、重点领域、优先选题、前沿技术等进行了讨论,就加强海洋资源科技创新能力建设给出了政策建议。

Abstract:Marine resources are the important basis for the economic and social development of China in the new century.The science and technology in marine resource area is superior in China's scientific and technological fields and will support and lead the marine economic development go ahead.Base on the analyzing and summarizing of the achievements and problems of marine resource S&T development at home and abroad,we discussed the general aim,key area,superior project and preceding technology of marine resources S&T development during the 11th"five year plan"period.For improving China's innovation ability in such field,relative policy suggestions are made in this paper.
