| 摘 要： | 收入分配的结构、状况和特点不仅受一国经济体制与发展战略制约,反过来又会对一国经济体制与发展方向产生重大影响。我国正处于经济发展的转型期,也是收入分配调整的关键时期,我国现阶段收入分配方面的问题主要体现在:体制内的“平均主义分配”和体制外的“收入差距过大”两种极端现象并存;垄断行业的不合理高收入问题依然突出;政府职能和行为的改革与调整进展缓慢。从发展经济学的角度,我国应从调整生产要素的相对价格,改变收入的功能性分配;制定一套促使财产、权力、教育机会和就业机会最终发生结构性转变的长远政策;规范和完善与收入分配相关的法制建设,加强和改善政府的宏观调控等方面加大改革力度,促进经济的和谐发展:

| Abstract: | Economic structure and development strategy can affect the structure,status and characteristic of income distribution and vice versa.Our country is now in the transformational period of economic development and the critical moment of income distribution adjustment as well.At present,the problems of distribution include: equalitarianism within the system itself coexisting with far deeper gap beyond the system;unreasonable high income in some monopoly industries;government reform on distribution system progressing slowly.In the perspective of development economics,our government should formulate such appropriate policies to make China's economy progress harmoniously as transforming functional distribution of income by adjusting relative prices of essential factors of production and laying down a series of long-term policies which can accelerate economic structural transformation in order to make people get better education and jobs,and perfecting legal system on income to strengthen macro-control. |
