| 摘 要： | 加强地方院校的学科建设，就要落实发展是第一要义，实现地方院校学科建设的又好又快发展；要以人为本，建立管理体制、人才队伍建设制度和激励与竞争机制等人才管理制度；要坚持全面协调可持续发展，把硬件建设与软件建设相结合，近期目标与中长期规划相结合，校内外资源相结合，发挥师生的共同作用，形成系统舍力；要做好统筹兼顾，健全学科建设机制、改善教师结构和素质提升、打造名牌，办出特色等。
