| Abstract: | The development of a city has come into an era of operation, under this new environment, the government functions are confronted with the problem of redefining. Here in this paper, we discuss the perfection of the government functions in the city operating strategy and its adjusting approaches. The developing direction of the strategy is put forward as well. |
