| 摘 要： | 实现城乡基本公共服务均等化是统筹城乡的重要举措,而实现基本公共服务均等化是一项复杂的系统工程,同时受制于一个国家或地区的经济发展水平和合理的制度安排。从城乡基本公共服务的界定和均等化标准的认识出发,结合现阶段我国城乡基本公共服务供给、需求情况以及公共财政构建中的特点,说明我国应将城乡居民享受的基本公共服务项目一致,福利效应分层次、分阶段逐步向城市水平靠拢的城乡基本公共服务均等化实现模式。

| Abstract: | Realizing the city-country equal development of the basic public service is an important measure for orchestrating the city and the country development,which,at the same time,is a complex systematic project,and it will be affected mainly by a country or region＇s economic development and by the rational institution arrangement.From the definition of the city-country basic public services and the understanding of the equalized standard,combining the supply and the requirement of the city-country basic public service and the features of constructing the public finance at present,the present article states that the urban and rural residents should enjoy the same basic public service and that welfare effects should gradually move closer to the urban level.This is the pattern of realizing the equal development of the city-country basic public service in urban and rural areas. |
