| 摘 要： | 建设富有特色和可持续发展的山东半岛蓝色经济区是中华民族走上复兴之路的伟大创造与壮举。建立山东半岛蓝色经济结构,要高度重视建立区域科学与合理的布局结构、产业结构、人才结构,必须紧紧地同＂经济文化强省＂连在一起,通过发展文化产业,进而加快推进建设＂创意型山东＂的步伐,全面提高山东半岛蓝色经济区的创造力水平。蓝色经济全新的经济概念,决定了一种新的商品经济形态的建立,决定了山东半岛蓝色经济区需要建立新的经济发展模式,而新的经济发展模式又需要实施新的科学发展战略。
