| 摘 要： | 我国农村基层民主制度建设目前存在一些问题:贿选行为经常发生;农村财务没有充分公开,给村官暴富打开方便之门;农村党内民主制度存在诸多问题。产生这些问题的原因是多方面的:农村基层民主选举的法律缺位;民主决策机制无法保证;“两委矛盾”源于制度不规范。实现农村基层民主制度的路径在于:完善农村基层民主法律体系;改变村治权力授予方式;建立群众公认的干部选用机制以实现村党委会和村委会的活动纳入民主与法制轨道。积极推行在我国基层民主建设中的先进经验。

| Abstract: | There are some problems in the current China's rural grass-roots democracy system:such as frequent acts of bribery;Rural financial insufficient public leads to opening the door to village cadres' sudden rich;Inner-party democratic system is plagued with problems in rural areas.The causes of such problems are manifold:rural grass-roots democratic election law absent from their duties;Democratic decision-making mechanism can not guarantee;"contradictions of village Committee and the party Committee" result from the system's falling short of the specification.Trails of achieving rural grass-roots democracy lie in:improving rural grass-roots democratic legal system;changing the way of village rule authority;establishing cadres selection mechanism of village party committee recognized by the masses and making the activities of village party committees and village committees be brought into the orbit of democracy and legal system.The advanced experience in the construction of Chinese grass-roots democracy should be promoted actively. |
