| 摘 要： | “一把手”腐败现象具有腐败隐蔽性高、集体性腐败现象明显、腐败手段多样化、腐败危害性大等特点。在应对“一把手”腐败现象问题上，教育是基础，制度是关键，监督是保证。教育、制度、监督三者应做到相互贯通相互融合，三管齐下，三位一体。方可使“一把手”腐败问题的防治工作进入一个与时俱进、卓有成效的新时期。

The education is base ; system is key ;supervision is guarantee on the problem of dealing with leader＇s corruption. The education, system and supervision should permeate each other to make the prevention work come into a effective era of keeping pace with the times. |
