摘    要:本文先从语境、语言输入、学习者的情感因素、认知基础和掌握程度方面区分了第二语言与外语,并阐释了习得与学习两个重要概念,然后列举了时下普遍认为中国外语教育所存在的一些问题,并加以评析,最后得出"我国外语教学界必须立足于中国外语教学实际,建立起自己的外语教学理论体系"的结论。本文旨在呼吁:我国外语理论界应实事求是、辩证地看待中国外语教育所存在的问题,从而提出切实可行、有建设意义的解决办法,而非流于空谈。

Abstract:This paper points out the differences between Second Language and Foreign Language in the aspects of context,language input,learners' emotional factors,cognitive basis and language mastery and explains the two important concepts of Acquisition and Learning.And then it presents some problems existing in China's English education and makes comments on them.Finally,it draws the conclusion that China should establish its own system of foreign language teaching theories on the basis of its actual state.
