| 摘 要： | 我国政府把突发事件分成了事故灾难、自然灾害、公共卫生事件和公共安全事件4大类,它们是否存在共性的特征?如何认识和应对这些事件?这些问题是公共安全及诸多相关领域研究的重要课题。本文从应急管理的概念和理论出发,在应急管理的机理、应急管理中的特定评价方法、应急资金与资源管理、制度保障等方面进行了阐述,并从理论和实践的角度对应急管理发展提出了政策建议。 |

| Abstract: | The Chinese Government has divided emergent incidents into four categories:accidents,natural disasters, public health incidents and Social safe incidents,which have the relevant predictive emergency plans to provide technical supports.However,whether there still exist some characteristics of common nature in these four categories of incidents and how to realize and deal with these incidents? These problems are still important subjects for research in public safety and many related fields.In this paper,some core problems about mechanisms,more suitable assessment methods,funds and resources management,and system assurance are described based on the concept and theories of emergency management.Also,some recommendations for policy about emergency management are provided. |
