| 摘 要： | 根据自然保护区的功能分区理论、社区群众参与式管理理论以及可持续发展理论，通过对木论国家级自然保护区的区位特点、资源优势、主要功能、保护区与周边社区的关系以及存在问题的研究分析，说明资源环境保护对社区经济发展的重要意义。针对保护区资源环境管理与社区经济开发的矛盾，作者提出因地制宜，以人为本，协调关系，合作双赢，共同发展的保护策略，并提出采用MAB(人与生物圈保护区)的管理模式促进社区经济可持续发展的一些对策和措施。

| Abstract: | The theoretical foundation of this paper is the theories of nature reserves function division, the participation management of people in adjacent areas, and the sustainable development. After studying and analyzing the geography-position characteristics, the resources advantages of Mulun nature reserve (the national class nature reserve in Guangxi) , the important functions, the relationship and contradictions existed between the nature reserve and its adjacent areas, some viewpoints was obtained. Based on the discussion above, the significance of resources and eco-environment protection of promoting local economic development was pointed out. Because of the contradictions between the resources and eco-environment management in nature reserves and the economy exploitation in local communities, some suggestions and countermeasures such as adjusting measures to local conditions, taking some effective measures to solve problems so as to improve the living standard of the local people was put forward to. The author thinks that it is very important to harmonize the relationships between nature reserves and the adjacent areas people. It is also a very good strategy to co-operation and common development between nature reserves and the local people. In order to promote the sustainable development of local economy, adopting MAB( Man and Bio-sphere Reserve) management methods was suggested by the author. |
