| 摘 要： | 历史形成的城乡二元经济体制使得我国长期存在乡村地域性贫困。城市中下岗和失业职工形成了贫困职工群体。针对上述问题，应从人力资源开发、产业发展方向、信贷和专业咨询服务等方面提出相应的解决方法。为提高反贫困工作的效率，应开发非政府组织在扶贫事业方面的潜力。

| Abstract: | The dualistic economic system caused by historical reasons has formed the long-term rural regional poverty; in recent years, the urban unemployment group has become the group of poverty. In view of this situation, the author proposes some relevant solutions from resource development, industry development tendency, loan, and employment service, etc. In the supporting work, the potential of non-government organizations should be developed. |
