| 摘 要： | 我国目前的农民工社会保障现状,归纳起来有四种模式:"城保"模式、"农保"模式、"双低"模式、"综合保险"模式。针对这四种农民工社会保障模式总体性地进行了特征描述,主要表现为:"两低一高"、立法缺位、主体单一,并对其进行了简略评价,提出了农民工社会保障模式呈现"碎片化"根源在于农村与城市的制度差异,阻碍城乡统筹与建立统一的社会保障制度。

| Abstract: | The paper points out the modes of social security system that peasant workers can enjoy falls into four categories： citizen insurance program, villager insurance program, low insurance premium and low threshold for insur-ance admission policy and comprehensive insurance program. The paper summarizes the main characteristics of these four modes as double ＂lows＂ and one ＂high＂, the absence of legislation and singular subject. Then it briefly comments on the characteristics and points out that the radical cause of segmentation of peasant worker＇s social security system is the discrepancy between policy implemented in rural areas and urban areas, which handicaps the establishment of unit-ed social security system. |
