| 摘 要： | 论述了生产力中最主要的是人的因素，而不是物的因素。西部大开发的关键是人，是人才的素质。认为高校对人才的培养有着责无旁贷的义务。高校应充分发挥自身在人才培养、科学研究、技术创新等方面的优势，为西部大开发培养和输送高素质人才，促进高校和经济社会发展的紧密结合，大力推动科技成果产业化。

| Abstract: | The dominating element in the productive forces is the human one, but not the material one. Therefore, the key factor in the Western Development is also human, namely, the qualities of the talents. This paper proposes that, since the main task for universities is to cultivate talents, they should make full use of their advantage in cultivating talents, scientific research and technological innovations, producing talents of high quality for the Western Development, promoting the combination of university activities and social economic development, and also increase the speed for scientific and technological fruits to be turned into productive forces. |
