| 摘 要： | 党的十六届四中全会提出建设科学执政、民主执政、依法执政的执政党的目标，其中尤其强调依法执政是新的历史条件下党执政的一个基本方式。依法执政要求党在执政活动中必须尊重宪法、法律的权威，依法处理党与国家政权机关的关系，切实保证和支持人民当家作主。

| Abstract: | The Party's Fourth Plenary Session of the Sixteenth Central Committee point the goal of the Party in power how to being in power in scientific and domocratic ways by the law. Especially, being in power by the law is a basic form of the Party's in Power under the new historic circumstances. Which demands the party in power must obey the authority of the constitution and the law,must handle well relationships with the organs of state power and must guarantee the people to be master in our own country. |
