| 摘 要： | 民国初年,北洋政府拟对地方行政制度进行调整,北洋政府、参议院、地方政府、社会舆论等对此进行广泛的讨论。讨论中达成一致意见的是减少前清地方行政制度的层级,分歧是废省存道抑或废道存省。经过两年多的酝酿讨论,北洋政府于1914年5月以法令的形式,宣布地方设立省、道、县三级行政制度。
