| 摘 要： | 美国政府购买教育服务属于典型的市场化模式，具有制度化、竞争性和独立性特征，其运行机制具有竞争择优的特点。目前，我国政府购买教育服务还处于探索阶段，存在政策缺乏、形式性购买普遍等问题。要提高我国政府购买教育服务的质量和效率，有必要学习和借鉴美国的先进经验，采取强化政府教育服务职能、设立专门管理机构、引入竞争机制、扩大教育服务购买范围、完善服务效率评估机制、加大教育中介组织培育力度等措施，探索和形成适合中国国情的模式。

| Abstract: | US government＇s purchase of education services is a typical market-oriented model, with institutionalization, competitiveness and independence,whose operating mechanism is of competitive merit-based features. At present, the government purchase of education service is still in the exploratory stage in our country, such as lack of policy, universality of form buying, etc. To improve the quality and efficiency of the government purchase education service in our country, it is necessary to learn from the advanced experience of the United States. In order to explore and form the right model for us,we should strengthen the government＇s education service functions, establish specialized management agencies, bring in competition mechanism, expand the scope of education services purchased, promote the balanced development of education services, improve service efficiency assessment mechanism, and intensify education agency training efforts and other measures. |
