| 摘 要： | 推行高校非行政化改革,首先要实现高校的自治化和法治化;其次,要打破高校内部管理体制和运行模式的泛行政化,实现部分职能和事务的社会化和市场化;再次,要实行内部管理体制和方式的去官僚化、民主化和柔性化、人本化改革,从而保证高校中作为核心职能的学术事务能够实现自由、民主.最后总结了这些内容之间的层次关系和特征.
