| 摘 要： | 建设西部强省的目标是实现“经济强、科教强、文化强”，科教强是要把科教的优势充分发挥出来，建设西部强省应有民办高校的一席之地。建设民办高等教育强省必须走教育特色化道路。建议：把民办高等教育纳入全省教育事业的整体发展规划；制定相应的扶持和鼓励政策；建立健全民办高校校内管理机构；民办高校应当以科学发展观为指导，合理定位；加强师资队伍和管理队伍建设；民办高校还要继续加大投入，不断改善办学条件。
