| 摘 要： | “府际关系”，通常指一个国家内各层次或各层级政府之间的关系网络，包括中央政府与地方政府之间的关系、地方政府之间的纵向关系和横向关系，其实质就是各级各类政府之间的管理收益关系——利益关系。改革开放以来，特别是21世纪中国工业化、城市化、信息网络化快速发展，我国逐步形成了若干城市群区域。城市群的出现，使我国地方政府之间的关系发生重大变化，城市群府际关系成为区域经济发展的关键性行政因素。我们认为，既然利益关系是府际关系的真谛和本质所在，构建促进区域发展的城市群府际合作关系，关键在于建立以利益协调为核心的城市群政府合作机制，推动区域经济发展。

A Study of the Interrelations in the Local Government Group of Chinese Cities |

| Abstract: | ＂Interrelations between the government＂ generally refers to the government networks at all levels in a country including the relationship between the central government and the local government, portrait and horizontal interrelations between the local governments , and its essence is the beneficial relationship between different types of government at all levels. Since the opening up, especially since the rapid development of China＇s industrialization, urbanization, of information networks in the 21st century, the emergence of urban agglomerations has gradually the interrelations between the local governments and urban agglomerations has become the key administrative factors in the regional economic development. We feel that now that the interest is the true meaning of government relations and essence, to build cities co - operation group of government relations promote regional development, the key is to establish the interests of eo - ordination group of cities as the core mechanism for the government to promote regional economic development. |
