| 摘 要： | 富民强省是新一届省委实践科学发展观、立足现实基础、着眼未来发展的重大决策.实现富民强省,关键是人才,基础在教育,建设教育强省是实现富民强省的必然选择,是夯实富民强省的基础;建设教育强省必须推进各级各类教育快速健康协调发展,构建具有湖南特色的结构合理、充满活力的创新型教育体系,进一步务实基础教育、放大职业教育和成人教育优势、提升高等教育水平、形成终身教育体系;落实教育强省,关键在树立一流的教育理念,建立一流的管理体制,建设一流的师资队伍,营造一流的教育发展环境,落实党政一把手教育工作目标责任制等五个方面.

| Abstract: | It's a great decision that the policy "enriching the people and developing the province" for the new provincial leaders to practice the scientific concept of development,to be realistic and look to the future development.To carry out the policy "enriching the people and developing the province",of which,the key is the talents and the foundation lies on education,and the necessary choice and the foundation are developing Hunan province by education.In order to develop the education to thrive in our province,we need to drive forward all levels of education to develop quickly,healthily and harmoniously;and to construct vigorous innovative education system with Hunan's characteristics and sound structure.Also we need to strengthen the basic education,enlarge the advantage of vocational education and adult education and upgrade the higher education level and at last to form a lifelong education system.To put the policy "reinvigorating the province through education development" into effect,the key lies on these five aspects: to set a first class education philosophy;to build up a first class administrative system;to comstruct first class teacher resources;to make first class education develop environment and carry out the education target responsible system for the head of the party or the government. |
