| 摘 要： | 美国职业技术教育的创新融资模式运用了"社会影响力债券"和"为成功付费"的融资组合,实现了两者优势互补。社会创新融资模式在设计理念、基本原理和具体操作上更加符合职业技术教育特点,推动了职业技术教育的公私合作模式变革和转型升级。在创新融资模式运行中,人力资源与劳动就业部门的协调和联结作用尤为关键,全方位的数据和信息服务承担着重要角色,同时最大程度上对地方政府、学校与社会机构进行放权和赋能,这些做法共同形成了以融资为主线的公私合作新格局。
