| 摘 要： | 湖州市节能减排工作中主要还存在着融资困难、能源结构及产业结构不合理等问题，应采取建立节能减排基金、创新融资模式、提高能源价格、开征环境税、实行排污权交易及实行合同能源管理等多种经济和金融管理手段，才能使湖州市的节能减排工作真正取得成效。

| Abstract: | Based on the analysis of energy conservation and emission reduction in Huzhou city, the paper points out the problems in finance, energy structure and industry structure, etc. The author uses many economic and financial methods, trying to put forward some suggestions for the energy conservation and emission reduction work of Huzhou city in the future. |
