| 摘 要： | 党的十六大提出的执政党依法执政，是党的领导方式和执政方式的新发展，是实行依法治国的根本。提高党的依法执政能力，最重要的是坚持党的领导、人民当家作主和依法治国的统一，改革和完善党的领导体制和工作机制．正确处理党执政与国家政权机关依法行使职权的关系。

| Abstract: | The report of ccp's the 16th National Congress puts forward that Party must exercise political power according to law. It is the new developments of the style of leadership of the party and ruling political power style. It also is the base of running the country according to law. To improve Party's ability of administration abiding by laws, the most important embodies in three aspects, that is,to insist on three's unity of sticking to the leadship of the Party, the people self-dicision and managing the state affairs according to law, to reform and perfect leadership structure and working mechnism of party, to correctly deal with the relationship between Party's holding political power and national political organ's pevforming authority according to law. |
