| 摘 要： | “革命程序论”思想是孙中山三民主义思想的重要内容，由军政、训政、宪政三阶段建成民主共和国家是孙中山关于宪政建设路径的美好设想。南京国民政府以孙中山遗教为指导，开启了宪政建设的实践进程，取得了民主建设的一定成绩，然而孙中山“革命程序论”思想的固有缺陷与国民党政权的独裁统治，最终使中华民国的宪政建设归于失败。
