| 摘 要： | 完备的私立教育法律体系，政府的大力支持，使国外私立高等教育不断发展壮大，而私立高校自身与时俱时，注重特色建设，以质取胜的发展战略更使其长盛不衰。国外的这些经验，对即将加和WTO走向高等教育大众化的我国不无借鉴意义。
