| 摘 要： | 民主的权威性和至上性有其确定的限制性条件和适用范围.民主作为民主主体的权利是神圣的、至上的,民主作为目的是至高无上的.但是,民主作为实现其他目的的手段并不具有权威性和至上性.科学界定民主的权威性、至上性与其限制性条件,是发展社会主义民主和构建和谐社会的客观需要.

| Abstract: | The authority and paramountcy of democracy has certain limitations and conditions. Democracy, as the subject, its right is inviolable and paramount and as the object, it is also paramount, yet if it is used as the instrument in realizing other aims, it does not bear authority and paramountcy. Scientifically defining the concept of the authority and paramountcy of democracy is the objective requirement in developing our socialist democracy and constructing the harmonious society. |
