| 摘 要： | 新社会运动以其参与阶层的广泛化、政治诉求表达的理性化、精英阶层与弱势群体在政治利益上的有效联合等特点,成为近年来影响中国地方政府治理的频发性群体性事件。这与改革开放后社会阶层的持续分化、阶层间经济利益的冲突和政治价值观念的转变直接相关,也与地方政府的传统型压力治理模式、体制内利益表达机制不畅和基层民主制度不健全等原因密切相关。需要地方政府及时转变治理模式,培育和增进政府能力,完善利益表达机制,探索基层民主制度的有效形式来化解社会矛盾,维护正义公平,实现经济的持续发展和中国的政治民主化进程。
