| 摘 要： | 我国煤炭资源管理体制目前尚处于一种不成熟的状态，从总体上说还不能很好地指导并调控煤炭产业的发展。现行煤炭资源管理体制中存在以下问题：职权分解、制度低效；职能交叉、管理真空；忽视过程、缺乏人性化的管理方式；安全监管体制存在疏漏等。改革应从健全煤炭资源监管机构、理顺国有煤炭资源收益分配关系、实现煤炭资源一体化管理等方面入手加快推进。

| Abstract: | At present, China coal resources management system is still in an immature state, and generally speaking it can’t guide and control the development of coal industry well. There exist the following problems in the current management system, such as decomposed authority, inefficient system, crossed government functions, management gaps, ignored process, in-humanized management mode, and the safety supervision system loophole and so on. Its reform should be put forward from such aspects as perfecting the coal resources regulators, straightening out the relations of income distribution of state-owned coal resources, and carrying out the integrated management. |
