| 摘 要： | 苏联解体、苏共亡党。对自身执政能力建设重视不足无疑是一条重要原因。苏共执政后期。执政方式和执政体制上的缺陷日益明显。加上苏共长期以来对内对外奉行错误的执政方略，导致苏共执政环境日益恶化，执政资源逐步流失，最终动摇了苏共的执政基础，使之丧失了执政地位。这充分证明：无产阶级政党夺取政权不容易，执掌好政权尤其是长期执掌好政权更不容易。因而必须持之以恒地加强自身的执政能力建设。

Lesson and Enlightenment about the Communist Party of the Construction of Soviet Union's Ruling Ability |

| Abstract: | The deficiency of its construction of ruling power was an important reason of the Soviet Union's disaggregation and CPSU's decease. During CPSU's final-period reign, the limitation in ruling manner and system was increasingly obvious, in addition to the false ruling policy that CPSU pursued for a long time, all these made CPSU's ruling environment increasingly deteriorated; ruling resources increasingly lost; the foundation of CPSU's ruling was fluctuated eventually, and finally its ruling status was lost. It is proved sufficiently that it is not easy for the proletariate party to seize regime, and it is also not easy to control regime especially for a long time. So it is necessary to reinforce the party's construction of ruling ability. |
