| 摘 要： | 机构知识库发展政策是构建机构知识库不可或缺、据以执行的观念、原则和行动指南，为机构知识库构建和发展提供重要依据和宏观指导，其政策体系与内容包括构建目的与前期准备、资源收集与使用政策、社区与资源集合政策、权利政策、长期保存政策、激励政策等。文章对此作详细阐述并提出了一些思考与建议。

| Abstract: | Institutional Repository Development Policy is the ideas,principles and guidelines that necessarily by which an Institutional Repository can be constructed and developed.this paper discusses its system and content in detail,which includes the aims and prepare work of construction,materials collection and submission policies,community and collection policies,right policies,long-term preservation policies,encourage policies etc.,and put forwards some thoughts and suggestions. |
