| 摘 要： | 一个国家只有拥有强大的自主科技创新能力,才能在激烈的国际竞争中把握先机、赢得主动.一个国家科技创新能力的提升离不开政府的全方位服务.我国建国以来尤其是改革开放30年来的科技创新历程,证明了政府在科技发展中的重要作用.为建设创新型国家,政府必须准确界定自身角色,突出政府在国家创新体系中的服务功能,切实从政策导向、制度保障、资源供给、环境营造等诸多方面狠下功夫.
