| 摘 要： | 小城镇发展水平低既是甘肃二元社会、经济结构的一个显特征，又是导致形成这种二元结构的重要原因。甘肃小城镇发展的现状与特殊性，规定了甘肃小城镇在发展目标和模式选择上的独特性。也决定了必须从理论认识、制度安排、经济结构等层面上推进了小城镇发展，并对近期、中期和远期发展目标做出前瞻性规划，才能顺利推进甘肃省城乡一体化的实现，极大地促进甘肃社会经济的进步。

| Abstract: | The low level of development in small size towns or cities,is a distinguishing feature charateristic of the binary society of Gansu and its economic structure,and in turn,becomes an important cause of the taking shape of this kind of binary structure.The status quo and peculiarity of the development of small size towns or cities,determine the distinctiveness in defining the objective of developing small size towns or cities in Gansu and in selecting the pattern for their development.They also provide that the development of small size towns or cities has to be carried forward at levels of theoretic recognition,institutional arrangement,and economic structure,and the looking ahead plan has to be formulated for short ,medium and long term objectives of development,thus smoothly pushing on the integration of the town and countryside and giving great impetus to socioeconomic advance in Gansu. |
