| 摘 要： | 网络信息资源有其存在形式和组织形式 ,网络信息服务具有全球化、跨时空、自由度大、难管理、安全问题突出等特点。实现网络信息资源社会化管理 ,首先要从骨干网和信息资源的社会规划、法律、行政和经济管理、舆论监督、行业和伦理规范 ,以及技术管理等方面做起。参考文献 6。
