| 摘 要： | 海洋经济的高速发展与海洋科技政策的支撑密切相关.改革开放以来,中国海洋科技政策经历了启动、体制调整背景下的建设、全面部署三个阶段.在此过程中,立足于海洋经济发展的需求,政策的重点领域从传统海洋产业逐渐延伸至新兴海洋产业,政策弹性逐渐增大,政策的统筹力度逐渐增强.各阶段政策层面的共时性特点对海洋经济的高速增长起着重要的推动作用. |
