| 摘 要： | 改革开放以来中共党内民主的建设发展,首先是认真总结了党内民主遭致破坏的深刻教训,在此基础上,党选择了通过制度建设和制度创新来发展党内民主的新路,致力于党内民主生活、干部管理和权力制约监督这三大方面制度的建立。贯彻中共十七届四中全会精神,继续推进党内民主的制度建设,要从改革体制机制入手,使党内民主制度系统化;要以尊重党员主体地位为核心,继续完善党内民主的各项具体制度;要推进党务公开,在全党营造党内民主讨论环境。

| Abstract: | During the construction of inner-party democracy of communist party after the reform and opening-up,our party,first of all,learned deep lessons from the destruction of inner-party democracy.On the basis of that,our party chose to break a new path for developing the democracy by institutional construction and innovation,laying the emphasis on the institutional establishment of inner-party democratic life,personnel administration and restrict and control of power.In order to implement the guidelines of the 17th central committee and continue to enhance the institutional development of inner-party democracy,we should start with the reform of systems and mechanisms to systemize inner-party democratic institution.Besides,we should respect CPC party members’ mainstay status to continue to perfect various concrete institutions of inner-party democracy.Finally,we are supposed to open party affairs and create the atmosphere of democratic discussion with in the whole party. |
