摘    要:网络教育的管理模式是网络教育发展过程形成的管理思想和方式的集合。质量是网络教育发展的生命线,如何构建一个以教育质量为导向的网络教育管理模式成为人们普遍关注的问题。目前,教育部试点高校的网络教育管理实践正面临着如下三方面的调整:其一,学生数量大、分散全国城乡,在教与学时空分离的状态下,如何保证教学及支持服务的质量;其二,网络学习的条件下,如何构建适合自主学习特点的资源建设及相关的开发管理模式;其三,如何确保网络教育组织管理的规范、有效以及管理水平的持续提高。面对上述问题,高校网络教育学院应该从教学服务质量、资源建设和内部组织管理3个角度进行探索,运用系统论、协同论与教育技术理论构建一个以教育质量为导向的现代网络教育管理模式。

Abstract:Network education managing mode denotes the set of managing ideas and methodologies which are formed in the development of network education.Quality is regarded as the life-line of network education.So how to formulate a managing mode aiming at improving the quality of adult education has become a much concerned issue.At present,the network education management of the pilot universities is confronted with three problems.Firstly,under the circumstance where an extremely large number of non-full-time adult students spreading in rural and urban areas all over China and teaching and learning are separated by space and time,how can the quality of teaching,learning and supporting service be assured? Secondly,how can the resources suitable for adult self-learners and the corresponding managing mode be developed? Last,how can the organization of e-learning service be standardized and made effective and the management be continuously improved.In view of these three issues,the author constructs a managing mode that assures the quality of adult education with the application of system theory,cooperation theory as well as educational technology theory,respectively from the angles of quality assurance,resource development and organization management.
