| 摘 要： | 高校作为正式的社会组织，科层制是其普遍采用的学术治理模式。但科层制与高校的组织特性并不完全相融，地方高校的学术自治与科层制在实践过程中存在着价值、权力和机制等一系列冲突，双方制衡之道的关键在于建立专业化与科层化水平都很高的理想的高校内部结构，协调利益相关者的利益，使学术权力和行政权力达成平衡。

| Abstract: | Colleges and universities are formal social institutions and bureaucracy is a common way of their academic governance.However,bureaucracy and the organizational features of the institutions of higher learning are not fully compatible and conflicts concerning values,power and mechanism exist in the practice of academic autonomy and bureaucracy in local colleges and universities.The key to the mutual check lies in an ideal governance structure with both high professional and bureaucratic levels so as to balance the interests of the parties concerned and achieve the harmony between the academic power and the administrative power in those institutions. |
