| 摘 要： | 公共图书馆是政府公共服务的重要组成部分，它的存在为公民享有文化信息权利与受教育权利提供了条件。基层图书馆是公共图书馆在农村的延伸机构，是直接向农村提供文化服务的重要场所，基层图书馆的发展对新农村建设具有重要意义。本文针对新农村建设的需要，对县以下公共图书馆在建设新农村中的地位和作用、发展现状和发展要求进行了探讨。明确三个作用、三个现状、四种发展。相信对今后基层图书馆建设具有一定的借鉴和参考作用。
