| 摘 要： | 培育行政法治文化,是实现行政法治的根本,行政法治文化的形成,与政府的行政执法实践密切相关。而政府的行政执法实践,又是由每一个公务员具体实施的,政府公务员是行政法得以运转的运作者、操纵者,是行政法律职能实现的承担者。政府公务员的素质问题直接关系到我国行政法治现代化建设的成败,关系到政府公信力的树立和行政法治文化的形成。笔者以为,崇法是公务员应有的精神信念,知法是公务员应有的岗位要求,守法是公务员应具备的道德品行,依法行权是公务员应尽的职责义务。

| Abstract: | The cultivation of administrative legal culture is fundamental to realization of governmental administration on law basis,and the formation of administrative legal culture is very closely related to government＇s administrative legal enforcement practice.Thus,as the undertaker and implementer of government＇s administrative function and law,the government official＇s quality is decisive to the modernization of our country administration law.The paper holds that government officials should be educated to honor the dignity of law and obey the laws,which should be essential post requirement and the official＇s ethic codes.Exerting their power rightfully should be their responsibility. |
