| 摘 要： | 1982年《联合国海洋法公约》创设了以其第76条和附件二为核心的200海里以外大陆架法律制度,使沿海国得以在大陆架界限委员会的指导和协助下依据国际法建立范围最大、也是最后的国家管辖海域。大陆架界限委员会制定了旨在协助执行《公约》第76条的《科学和技术准则》。《准则》将《公约》中相关规定加以详细说明,等于是《公约》第76条的执行细则。

| Abstract: | The 1982 United Nations Convention on Law of the Sea set out the legal system of the continental shelf beyond 200 nautical miles,expressed by Article 76 and Annex Ⅱ to it,makes it possible for the coastal states to establish the largest and last national maritime jurisdiction by the guidance and assistance of the Commission on the Limits of the Continental Shelf under international law.The Commission on the Limits of the Continental Shelf has formulated Scientific and Technical Guidelines which is designed to assist in implementing article 76 of the Convention.The guidelines elaborate the relevant provisions of the Convention,and can be regarded as detailed measures in implementing the article 76 of the Convention. |
